General Provisions

  • The academic year begins on the third Saturday of September and the study takes the duration of thirty weeks. The mid-year vacation is two weeks according to the date determined by the university council. The university council may take into account the public interest to decide to start and complete the study before or after the determined dates.
  • The student is enrolled in the faculty based on an application submitted before the beginning of the study. The enrollment is not permitted after that date except with a license from the Faculty Council within the rules decided by the University Council.
  • Students who wish to enroll in the university or continue studying to obtain a bachelor’s degree must register their names in one of the faculties. Students may not register their names in more than one faculty at one time.
  • The student’s registration is done after completing the papers and paying the required fees. The faculty prepares a file for the documents related to each student, especially:
  1. The papers submitted for registration.
  2. A statement of the student’s academic statues and dates (enrollment, exams, exam results, estimates).
  3. A statement of the expected disciplinary penalties.
  4. The student's sports, social, and military activities.

A special record is prepared for every student that records what is included in his file, as well as the date of his graduation and his work after graduation. This record is of two copies, one of which is kept in the faculty and the other at the university.

  • The internal regulations for the faculties show study materials, distribute their decisions over the years of study and the amount of time allocated to each course. The councils of the relevant departments determine the subjects that are studied in each course, and a decision of the faculty council is issued by its approval.
  • Each faculty will have a guide containing the content of the courses.
  • The internal regulations of the faculties show the training system for students in the licentiate, bachelor, and graduate studies departments.
  • The student must follow lessons and participate in practical exercises or research halls in accordance with the provisions of the internal regulations.
  • Students are subjected to the disciplinary system, and a decision to refer students to the Disciplinary Board is issued by the university president on his own initiative or at the request of the dean.
  • The disciplinary council may impose all penalties. The president of the university, the dean of the faculty, professors, and assistant professors may impose some of these penalties within the limits set for each of them in the executive regulations.
  • With the exception of the final group exams in the Bachelor’s Department, the faculty Council shall appoint a professor of the subject to undertake the preparations of the theoretical exams in conjunction with its teaching instructor, after taking the opinion of the relevant department’s council.
  • The examination committee shall be formed in each course of at least two members chosen by the Faculty Council upon the request of the relevant department. It consists of committees for examinations of different decisions, a general committee in each group or department headed by the dean or head of the department, as the case may be, and the results of the exams must be reviewed by them.
  • The Dean of the faculty chairs the examination committees, and under his supervision one or more committees are formed to monitor the exams and prepare the results.
  • The names of the successful students in the exams are announced and arranged in alphabetical letters for each grade, and the successful candidates in the exam are granted a degree certificate (bachelor's degree) indicating the estimate that he/she obtained, after paying the fees they have received and their pledge is returned. This certificate is signed by the dean of the faculty and the university president.
  • Granting academic degrees is issued by a decision of the university president after the approval of the university council, and until the student obtains the aforementioned certificate, they may obtain a provisional certificate signed by the dean stating the degree (bachelor's degree) and the estimate obtained.
  • The date of granting the academic degree is determined by the date of the accreditation of the result by the board.

Study system and exams

  • Article (79) of the executive regulations of the law regulating universities requires that study be based on the full year system, and the study may be based on the system of stages or semesters or any other system in accordance with the provisions of the internal regulations of faculty.
  • The study at the faculties of Assiut University is carried out on the basis of the two semester system as of the academic year 93/1994 except for the Faculty of Medicine in which the study is conducted on the basis of the full year system.

Exam system

According to Article 81 of the executive regulations, transfer from one group to another does not take place until the end of the academic year. The student's exam in the bachelor’s departments is not repeated in the course in which he succeeded.

Formation of examination committees:

In accordance with the text of Article 82 of the executive regulations of the law on universities regulation, exam committees are formed by the final years of a tripartite committee for each subject, by a decision of the President of the Supreme Council of Universities based on the proposal of the Bureau of the Committee for each sector of the university education sector.

Examination boards are formed for junior years in each subject of at least two members chosen by the Faculty Council at the request of the relevant Education Affairs Council in accordance with the text of Article 71 of the aforementioned executive regulations.

Supplementary exams

A student with a foreign high school certificate who does not successfully pass the Arabic language and religious education exams in front of the Egyptian high school exam rooms, must have a supplementary exam in them while studying at the faculty to be able to obtain their bachelor’s degree

Depriving the student of all or some of the exams

  • Article 69 of the executive regulations of the Faculty Council, based on the request of the Council of Specialized Departments in accordance with the provisions of the internal regulations, states that the student shall be deprived of having all/some of the exams, if their attendance is considered not satisfactory. In this case the student fails in the exams he/she are not allowed to have.

Rules for accepting sick excuses for exams

The last paragraph of Article 80 of the executive regulations of the law regulating universities states:

If the student fails to enter the exam with a compulsive excuse accepted by the faculty council, his absence shall not be counted as failure provided that the failure does not exceed two consecutive or separate opportunities during the faculty years of study, and in the case of necessity, a decision of the University Council may grant a third opportunity to the student.

We can extract from this text the following facts

  1. The number of repetition times (years) is not calculated by the student's absence from taking the exam with an acceptable excuse from the limited failure times.
  2. The maximum number of times for exams excuses has become absolute and not specified.
  3. The competent authorities empowered to make decisions about students’ excuses the faculty councils only.

Opportunities to take the exams

Article (80): the student may not remain in the same year for more than two years, and the faculty council may permit students who have spent two years to apply for exams from abroad in the following year in the courses they failed, with the exception of students of the preparatory years and first years in faculties that don’t include preparatory years.

In addition, the Faculty Council may grant junior year students two additional opportunities to take the exam from abroad.

As for the faculties of five years study period, students of the second year in faculties that have a preparatory year, as well as students of the third year in faculties that do not have a preparatory year are treated like junior year students. If the student of the senior year fails in no more than half of the number of the year courses, or one course, in the faculties that has one course in the final year, is licensed to take the exam until he/she passes it regardless of the different courses from previous years.

If the student fails to enter the exam with a compulsive excuse accepted by the Faculty Board, his absence will not be counted as failure, and the student who is absent from the exam without an acceptable excuse will be considered failing with a grade of (very weak).

Calculate the total grade

  • The general grade of the student’s success for each year is calculated according to the grades they have, providing that the grade of the subjects in which they previously failed or were absent at without an acceptable excuse won’t exceed “acceptable”, but if they were absent with an acceptable excuse, they will be guaranteed the grade they got.

The student’s success in the exams of each year is estimated with one of the following:

Excellent - very good - good - acceptable

As for the failure of the student, it is estimated with one of the following two grades:

Weak - very weak

The application of the previous grades shall be in accordance with the system specified by the internal regulations of the faculty.

  • If the exam in one of the courses includes a written examination and another oral or practical one, the absent student in the written examination is considered absent in all the subject’s exams, and grades are not monitored for them in this subject.

Student success grades in the Bachelor's degree

Article 85 of the bylaw amended by the Presidential Decree No. 370 of 1989 requires that the student’s success be estimated with one of the following grades:

Excellent - very good - good - acceptable

The general grade of students in the Bachelor's degree is calculated on the basis of the total sum of the degrees obtained in all academic years, and they are arranged according to this total.

Service and insurance fees

The text of the last paragraph of Article (169) of the Universities Organization Law No. 49 of 1972 stated the following:

All students shall pay the fees specified by the executive regulations in exchange for the various student services, provided that the proceeds of each fee shall be allocated to the service provided for them.

The text of Article (271) of these regulations came under the heading of insurances and service fees as follows:

Students pay the following fees annually, and the proceeds of each fee are allocated for the services that are paid for them, which are:

First: full-time students:

  • Library fee for bachelor’s students
  • Union fee
  • Medical service fee according to Presidential Decree No. 311 of 1994
  • Accident insurance fee for students
  • Fees for the account of the National Fund for Youth Welfare and Sports in accordance with Republican Decree No. (5) for the year 1981 to establish the fund and determine its resources in accordance with the decision of the Supreme Council of Universities on 8/29/2006
  • These fees are paid as single payment before the academic year for a bachelor’s students. Assistant teachers and other teaching staff in universities are exempt from paying these fees. It’s not allowed for students to be exempted from their payment.

Direct part-time Students:

  1. Library fee for bachelor’s students
  2. Part-time fees
  3. Medical service fee according to Presidential Decree No. 311 of 1994
  4. Accident insurance fee for students
  5. Student Aid Fund fee
  6. Fees for the account of the National Fund for Youth Welfare and Sports in accordance with Republican Decree No. (5) for the year 1981 to establish the fund and determine its resources in accordance with the decision of the Supreme Council of Universities on 8/29/2006
  7. Fees for the educational service for directed enrollment (Ministerial Resolution No. 1333 of 1993) (for directed enrollment students only).
  8. . It’s not allowed for students to be exempted from their payment. Part-time student may benefit from medical services

Tuition fees for non-Egyptians

  • In implementation of Article (271/A) of the executive regulations of the Universities Organization Law No. 49 of 1972, as amended by the President of the Republic Decision No. 465 of 1990 regarding university fees for non-Egyptian students, which was applied as of the academic year 1990/1991 as follows:
  • Article (271/c) of the executive regulations of the Universities Organization Law states: Tuition fees and fees are paid in two installments, the first of which is due at the beginning of the academic year and the other after the mid-year vacation.

Rewards and incentives

Rewards for excellence:

  • Academic reward are granted to outstanding students enrolled in the university's faculties, provided that the conditions for their entitlement are met, regardless of whether the student is enrolled in one of the faculties of medicine, engineering, education, or arts etc.
  • The conditions for obtaining excellence rewards and the categories of disbursement are determined by Article 272 of the executive regulations of the Universities Organization Law, and the decisions of the Supreme Council of Universities for the rewards that are paid to students who obtained other certificates who were not mentioned in the context of the aforementioned article, as follows:

First: Article 272 of the executive regulations of the Universities Organization Law states the following:

  • New students from Egypt whose rank does not exceed the 30th in the General Secondary Education Certificate Examination in the Science Department, the Ten in the Arts department, and the first five in the all technical high school diploma exam are granted a reward of one hundred and twenty pounds annually for each of them.
  • New students from Egypt who have scored at least 80% in the general estimate for the General Certificate Examination or the Technical Secondary School Certificate Examination except those mention to in the previous period are granted a reward of 84 pounds.
  • The reward mentioned in the two previous paragraphs shall continue to be paid to students who obtained it in the aforementioned categories if the student obtains in the transfer examination general grade of “very good”.

Anyone who obtains an excellent general grade in the transfer exam is granted an annual award of one hundred and twenty pounds, and whoever obtains a general grade of “very good” other than those mentioned in the first three paragraphs in this article is granted a reward of sixty pounds annually. The Supreme Council of Universities sets the rules for applying this The system applies to students who are accepted in years following the preparatory and first years in faculties that do not have preparatory years and the awarding of the award is limited to the year following the year in which the student obtains the aforementioned grades, and the reward is renewed whenever its condition is met according to the previous detail.

  • As for faculties that do not hold annual transfer examinations, the aforementioned bonus will continue to be granted during the academic phase that follows the transfer exams.
  • The reward referred to in this article shall be disbursed in monthly installments during the academic year, and the reward shall be disbursed in one installment to the student's heirs if he/she dies after its maturity. (Therefore, The Supreme Council of Universities decided in its session held on December 4, 1997 that universities undertake to disburse it in one installment. At the end of each university year).
  • The Supreme Council of Universities may, based on the proposal of university councils, decide on bonuses to encourage studies in some departments. The Supreme Council of Universities decided in its session held on 4/12/1997 to approve the cancellation of its previous decision issued on 11/15/1971 and 12/26/1973 regarding the disbursement of the study promotion reward for students enrolled in the Faculty of Education.

Based on article 272, we extract the following notes:

  1. Excellence rewards for new students in the preparatory or first year class (in faculties that do not have a preparatory year) are limited to students who have obtained an Egyptian high school certificate only without other general secondary certificates (equivalent) obtained by students from one of the Arab or foreign countries or the certificate English ...... even if their total score in those equivalent certificates qualifies them to deserve that reward.
  2. Excellence rewards, whether for new students in the preparatory or first year classes (in faculties that do not have a preparatory year), or those transferred to the higher school, are granted only to Egyptian students, not to other students who have nationalities other than Egyptian nationality, i.e. foreign students, even if they meet the conditions due.
  3. Excellence bonuses for new Egyptians who have obtained a general and technical secondary education are granted 120 pounds for the first thirty in the Science Department, the top ten in the Arts Department, and the first five in each technical certificate (commercial - agricultural - industrial). It is granted at a rate of 84 pounds to those who obtained 80% or more. In case of the success of the student from the first referred to with an excellent or very good general grade, he/she is entitled to a reward of 120 pounds in the first year, and if the student obtained at least 80% and succeeded with a very good grade, he deserves a reward of $ 120. 84 pounds per year. A student who holds an equivalent high school and passes with an excellent grade gets 120 pounds, and if he passes with a very good grade, he gets 60 pounds.

Second: Excellence Rewards for Students with Other Degrees:

  1. The Supreme Council of Universities, in its session held on 07/22/22/1976, decided that the rewards for excellence contained in Article 272 of the Executive Regulations of the Universities Organization Law shall apply to holders of diplomas in technicians' institutes.

  2. The Supreme Council of Universities, in its session held on 7/17/1987, approved the application of the text of the second paragraph of Article 272 of the executive regulations of the Universities Organization Law to all students enrolled in the university faculties who hold a diploma of technicians preparation institutes or its equivalent by granting an excellence reward for holders of At least 80%, including the first of these qualifications.

Third: Granting the rewards to the transferred students to the following years is limited to the academic year following the year in which the student obtains the required grade (excellent - very good), and the reward is renewed whenever its conditions are met.

  • As for faculties that do not hold annual transfer examinations, the aforementioned rewards will continue to be granted during the academic stage that follows the high school transfer examinations and technical secondary certificates.
  • In implementation of the decision of the Supreme Council of Universities on December 4, 1997, the universities shall disburse them all at the end of each academic year.

Fourth: The reward for excellence for a students who get at least 80% in these certificates, as well as the certificate of technician training institutes, are granted these rewards described in Clause First (3) when he/she succeeds with a grade of very good in any year of study at the university even if he is deprived of this reward in One or more years of schooling for not obtaining this grades (approval by the Minister of Higher Education and President of the Supreme Council of Universities on January 2 1977 on the opinion of the legal advisor of the Ministry on 4/25/1976).

Study incentives

Article 274 of the executive regulations of the Universities Organization Law No. 49 of 1972 states the following:

"Students may be granted rewards and incentives that come through private donations in accordance with the conditions stipulated by the donor, after approval by the University Council. Rewards or prizes may be named by the donor or any other name that he/she chooses and approved by the University Council."

In the light of the text of the aforementioned article, the following prizes were allocated:

  1. The decision of the Council of Education and Student Affairs in its session No. 145 dated January 4/1993 regarding the acceptance of the donation made by Professor Khalil Haykal - Professor in the Law Department of the Faculty of Law in the amount of 1000 pounds whose return is allocated to a prize in the name of his sovereignty granted to the holder of the highest degree in a subject constitutional law, and when competing, it is preferable to have the highest score in the total in the first year. If there is more than one, the award is divided between them equally.
  2. Decision of the Council of Education and Student Affairs in its session No. 207 on 5/10/1999 regarding approval of the proposal of the Council of the Faculty of Agriculture to allocate a financial prize to be awarded to the first in the third division and the first to the fourth year in the department of agricultural economy in the faculty by Dr. Talaat Al-Nazer of a total number 5,000 pounds, distributed equally between them.
  3. Decision of the Council of Education and Student Affairs in its session held on 9/20/2000 regarding the acceptance of grants and prizes offered by Mobinil to distinguished students of the College of Engineering during the academic year 1999/2000:
  • 10 scholarships, each two years, each with a value of 6000 EGP annually, offered to research students who are graduates of the electronics and communications departments to obtain a master's degree in the fields of automobile communication (radio networks engineering and design - microwave propagation - digital exchange systems - information transmission systems - antennas Cellular Communication Systems).
  • Offering cash prizes to the first graduates from the electronics and communications departments, by 2000 EGP for the first and 1500 EGP for the second.
  • Training two distinguished students in the departments of electronics and communications, provided that they are selected by the concerned departments.

Military Education Administration

Vision

Youth are the present and future and main shield of our beloved Egypt, Some of them will be great leaders, scholars, and thinkers. They are the planners of our future and the role model for younger generations.

Objectives of Military Education

  1. Developing the spirit of loyalty and belonging to the homeland and consolidating the patriotism among students.
  2. Rehabilitation of the student, physically and psychologically, to be ready to join the national service, according to the different recruitment stages.
  3. Introducing students to the importance of studying military history, through lectures documenting the honorable history of the Egyptian military.
  4. Preparing the student to adapt to military life early, which helps him with commitment and self-discipline.
  5. Teaching students team development and teamwork in the early stages of education and military parades.
  6. Developing the spirit of creativity and scientific research, through the intellectual research presented at the end of the military courses
  7. Educating students and introducing them to the role of the armed forces in the development work within the state to push the wheel of development and help the Egyptian economy to revive.

Instructions for attending the session:

Instructions and fixed orders to attend military education courses:

  1. To commit to the timing of the session.
  2. To abide by the fixed orders and instructions issued by the Military Education Department at Assiut University and any other instructions issued in a timely manner.
  3. Not to carry the mobile phone, whether it is turned off or on, during the session.
  4. To shave the beard and hair, and wear dark blue pants and a brown shirt.
  5. In case the student has any chronic or infectious diseases that affect the medical fitness of the student and prevent him from performing military education (practical - theoretical), a certificate from the medical administration at the university administration will be available, stating the student’s health status and his fitness.
  6. in case the student doesn’t abide by the previous instructions. The course is canceled and is considered a failure according to the regulations issued by Assiut University in the same regard.

The legal framework

  • Law No. 49 of 1972, its amendments, and its executive regulations issued by Presidential Decree No. 809 of 1975 and its amendments, and the approval of the Assiut University Council at its session on 3/10/1990 to establish the Open Education Center at Assiut University.
     
  • Ministerial Decree No. 129 issued on February 23, 1991, approving the establishment of an open education program in the Faculty of Commerce (Economics and Project Management Division).
  • The Supreme Council of Universities, in its session held on 9/10/1997, approved the open education program at the Faculty of Law.
  • The Open Education Center is managed by a board of directors headed by Prof. President of Assiut University who supervises and follows up the open education programs offered by the faculties and has the right to adopt the policies set by the sub-units of the concerned faculties as well as set the financial and administrative system.
  • In the faculties that have an open education program, the sub-unit is managed by a unit council.

The following is a statement of the student admission system, study plan, and examination system for the open education program at the Faculties of Commerce and Law, Assiut University:

New programs are being introduced for arts faculties, social service, education, and sports education.

  1.  Conditions of acceptance:

The following students shall be accepted:

  • A student who obtained a high school certificates, or its equivalent, or one of the technical diplomas five years ago.
  • Holders of higher qualifications and university graduates.
  • International students with the same general conditions for admission and through legitimate channels, according to the procedures followed.
  1. Required documents:
  • Certificate indicating the student’s success in high school and its equivalent.
  • Birth certificate or an official extract thereof.
  • 6 personal photos.
  • Military statement.
  • Choice card "original and copy"
  • A copy of the payment portfolio for fees and educational aids.

Study plan

  1. Faculty of Commerce:

The duration of study for bachelor’s degree in commerce, Economics and Project Management departments (*) is four years as a minimum and without a maximum number of years that a student can take in the study program.

The study is according to the credit hour system for each course in each semester.

Credit Hours 138 hours (one semester) the duration of the semester is 15 weeks

The courses registered in the semester must be at least three and not more than eight.

The credit hours are divided into a group of compulsory hours and a group of elective hours.

Legislative measures are being taken to amend the bylaw, based on the decision of the University Council on 3/30/2008

There are five divisions: accounting and taxation - management and marketing - banking and financial sciences - insurance

And risk management - public and local administration.

 According to the decision of the University Council of 30/3/2008 aforementioned, the number of credit hours becomes 144 hours

(8 semesters of 18 hours per semester). The number of compulsory hours is 124 hours, and electives are 20 hours.

  1. Faculty of Law:
  • The period of study in the faculty to obtain a Bachelor of Laws is four years as a minimum and without a maximum.
  • The study is according to the credit hour system for each course in each semester.
  • The approved academic courses are divided into compulsory and optional courses.
  • The student is obligated to register three courses as a minimum in each semester, and a maximum of eight courses per level.

The credit hours are divided into a group of compulsory hours and a group of elective hours. The compulsory hours are 159 hours, distributed as follows: 

  • 38 credit hours in the first level divided into two semesters.
  • 41 credit hours in the second level divided into two semesters.
  • 41 credit hours in the third level divided into two semesters.
  • 39 credit hours in the fourth level divided into two semesters.
  • With a total of 159 hours.

The Faculty of Law Council also decided to define the following elective courses:

  • Human rights at the first level
  • Personal affairs of non-Muslims at the second level
  • Transactions in Islamic law at the third level
  • Islamic economy at the fourth level
  • The Faculty Board has the right to decide elective courses.

Exam system:

  1. Faculty of Commerce:
  • The exam is written in all the courses at the end of the semester. The duration of the exam is two hours for the course.
  • For the pass and fail system, the same applicable rules as stipulated in the faculty bylaws.
  • The greater end of grades for the course exam for which one hour (lecture) per week is allocated is ten marks, and twenty marks are for courses taught in more than one hour.
  • The student’s success in the courses and in the general grade is estimated by one of the following estimates:

Excellent - 90% or more of the total score

Very good - from 80% to less than 90% of the total score

Good - from 65% to less than 80% of the total score

Acceptable - from 50% to less than 65% of the total marks

The student is transferred from the level in which he is enrolled to the next level if he succeeds in all the courses or if he fails in no more than two courses of the level he is enrolled in or the lower level, and in this last case the student takes the exam according to the curriculum required of students of the level who failed in one of his courses, and the roles are Graduation is in January and July of each year.

As for the students of the final year who have failed in no more than two courses, an exam shall be held for them as they have failed with the students of the semester in which the course is taught until they are successful.

  1. Faculty of Law:
  • The exam is written in all the courses at the end of the semester.
  • The exam duration is two hours.
  • For the pass and fail system, the applicable rules stipulated in the internal regulations of the Faculty of Law shall apply.
  • The graduation roles for students are January and July of each year.
  • The greater end of the grade of any course exam, 20 marks.
  • Success and failure estimates as follows:

Excellent - 90% or more of the total score

Very good - from 80% to less than 90% of the total score

Good - from 65% to less than 80% of the total score

Acceptable - from 50% to less than 65% of the total marks

Failure grades:

Poor - from 35% to less than 50% of the total score

Very poor - less than 35% of total score

  • The student is transferred from the level in which he is enrolled to the higher level if he succeeds in all the courses or if he fails in no more than two courses at the level he is enrolled in or a lower level. In this case the student takes the exam according to the curriculum required of students of the level who failed in one of its courses.
