Research Abstract

: Making of social-welfare policies is a tangled process that is mainly influenced with several factors. Among the most significant of these are the existence of opportunities of participation of the mentally retarded and citizens besides providing the data needed to form such policies. The National Council for Disability Affairs in Egypt plays an essential part in achieving development of society through creating effective social-welfare policies that can meet the needs of the mentally retarded and face their problems. This study aims to determine the contributions of the NCDA to making social-welfare policies for the people with mental retardation in Egypt. It tries to validate the hypothesis assuming that there is a correlation between phases of making social-welfare policies and the NCDA contributions to making social-welfare policies for the mentally disabled. This study is considered an analytical and descriptive one in which the case study approach is used (the case here is the NCDA in Egypt). A questionnaire form of (n=140) members and a content analysis manual including reports of the council meetings. This study has demonstrated the validity of the suggested hypotheses and the NCDA role in the stages of making social-welfare policies for the mentally retarded in Egypt.
