The president of Assiut University announces the recommendations of the second scientific forum for professional programs to support institutional reform and modernization of the administrative apparatus
- The Forum recommends the localization and design of professional programs according to the needs of different ministries and institutions
- Recommend a change in organizational culture within the units of the state administrative apparatus
- Stressing the importance of adhering to the axes of the administrative reform plan issued in 2014
Dr. Ahmed El-Minshawy, president of Assiut University, announced the recommendations of the second scientific forum for professional programs at the Faculty of Commerce, which represents an important step towards supporting institutional reform and modernizing the administrative apparatus of the state, in line with the vision of the New Republic 2030. He stressed that the university places on top of its priorities linking the outputs of education with the needs of society, especially in the issues of digital governance and institutional transformation.
The recommendations included focusing on the axes of the administrative reform plan of the Egyptian state launched in 2014, including: institutional reform, legislative reform, capacity building and development, improving public services, digital transformation and database integration.
The forum also recommended the development of professional programs to keep pace with the requirements of the administrative apparatus, focusing on digital transformation, project management, artificial intelligence applications in the provision of services, linking promotions and incentives to obtain professional certificates such as masters and professional doctorate.
The forum stressed the need to localize and design professional programs according to the nature of the work of various ministries and bodies such as health, finance and education, through direct communication with the concerned authorities to identify their requirements and include them in the curricula, thus contributing to bridging the skills gap and strengthening the link between university education and the reality of the labor market.
The forum also recommended the importance of changing the organizational culture in the administrative apparatus units, reviewing the governing legislation, especially the Civil Service Law, and switching to a paperless smart university system, while reducing the differences between wage structures in various departments, and establishing a fair mechanism for this.
Dr. El-Minshawy stressed that the recommendations also called for the development of an integrated strategy for digital transformation that includes supporting the senior leadership, providing funding, continuous training, as well as enhancing the application of digital governance to make more just, transparent and efficient institutional decisions, as one of the keys to administrative reform in the New Republic.
These recommendations came during the conclusion of the forum, organized by the Faculty of Commerce under the title "institutional reform and digital governance to support the building of the Egyptian state", with the participation of a group of professors and specialists, including Dr. Ahmed Akkawi, president of South Valley University, and Dr. Saleh al-Sheikh, Professor of Public Administration at Cairo University, and former head of the central organization and administration.
The forum was held under the supervision of Dr. Ahmed Abdul Mawla, vice president for education and Student Affairs, Dr. Jamal Badr, vice president for graduate studies and research, Dr. Alaa Abdul Hafeez, dean of the College, Dr. Mohammed Ahmed Adawi, vice dean for education and Student Affairs, and Dr. Nesma Heshmat, vice dean for graduate studies.
It was organized by the Department of postgraduate professional programs in cooperation with the scientific committee of the College Students 'Union, and Dr. Abdullah Faisal, general coordinator of the forum, Dr. Marwa Bakr, coordinator of student activities, Dr. Abdul Karim Mahmoud, advisor to the scientific committee, Professor Tarek Sherit, director of the Youth Welfare Department, and student Abdul Rahman Mustafa, president of the College of Commerce Students' Union, participated in the organization.
